ORDINANCE 506 AN ORDINANCE TO ADOPT A REVISED CITY OF NORRIS ETHICS POLICY WHEREAS, T.
C. A. § 8-17-103 requires municipalities to adopt a code of ethics by ordinance; and WHEREAS, the city of Norris complied with the above mentioned requirement by passing Ordinance Number 490 in March
of 2007 that was codified as Chapter 4 under Title 1 of the Norris code book; and WHEREAS,
the city adopted the MTAS
model code of ethics; and WHEREAS, over time the city of Norris has realized that the model code of ethics is too restrictive; and WHEREAS, the
Mayor and Council of Norris desire to relax the code of ethics to allow employees to receive small gifts that would not be
considered to influence their behavior; NOW THEREFORE BE IT ORDAINED by the City Council of the City of Norris as follows:
Section 1. Title 1, Chapter 4, Section
1-405 of the Norris code book is amended by adding the following as subsections (3) and (4):( 3) Personal
gifts to an employee, with a cumulative value of $50.00, or less, shall automatically be exempt from the provisions above. (4) If an employee
is offered a gift with a cumulative value in excess of $50.00 he or she shall refuse same and within seventy-two (72) hours
of the offer file with the City Manager's office a statement containing the following information: (a) a description of the gift; (b) the name of the donor; and (c) confirmation
the gift was not accepted. Section 2. This ordinance shall take effect immediately after its
final passage, the welfare of the City of Norris requiring it.
