Norris City Council
BE IT REMEMBERED THAT THE CITY OF
NORRIS CITY COUNCIL MET IN REGULAR SESSION ON JULY 13, 2009 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: CHRIS MITCHELL,
TOMMY MARINER, JOY WILSON AND JACK BLACK. NOT PRESENT: LOY JOHNSON.
HEAR THE PUBLIC
Dick Doub, Director of the Community
Food Pantry, discussed the availability for people laid off from
work in need of food supplies.
The supplemental food
pantry is held at the St Joseph Church August 12 9:00am to 11:00am. Also, will
have drive thru access for pick up. Beth Fielden stated that there was 110,000pds of food distributed last year. They also
have other services, clothing closet and Toiletry drive. The toiletry drive each month will have a different item each month.
The Community Food Pantry is located at the Norris United Methodist Church and is in need of a walk in cooler for this organization.
Norris Librarian Patty Halsey stated that 2nd Monday
of each month the Norris Library will waive book fines up to $5.00 if you bring in canned goods for the Food Pantry.
Kathy Sarvis stated concerns with the Mosquitoes in
the City of Norris, stated that previous years a chemical was used to spray to help cut down on the insects. City Manager
Hester will review and check on preventative measures for Mosquitoes.
Council Member Jack Black moved to approve the June 8, 2009 Council Minutes. Seconded by Council Member Tommy Mariner. Motion
carried by voice vote.
2. Council Member Jack Black moved to
approve the June 8, 2009 Public Hearing Minutes. Seconded by Council Member Joy Wilson. Motion carried by voice vote.
was given that Regina Merritt has been a member of the Norris Tree Commission since 1998 and has decided to not seek reappointment
to her just –ended term. Also, stated that the Norris City Council commends Regina Merritt for her years of service
to the City of Norris as both member and chair of the Tree Commission.
3. Council Member Chris Mitchell moves to approve as written the Proclamation of
Regina Merritt from the Tree Commission. Seconded by Council Member Tommy Mariner. Motion carried by voice vote. Mayor Mitchell
discussed and ratify/approve new members on city commissions. Tree Commission Denny Eldred. Animal Commission Leanne Eldred.
4. Council Member Chris Mitchell moved to approve Denny Eldred to Tree Commission
and Leanne Eldred to Animal Commission. Seconded by Council Member Joy Wilson. Motion carried by voice vote.
5. Council Member Joy Wilson has proposed to pass Ordinance 506, An Ordinance to
adopt a revised city of Norris ethics policy. Seconded by Council Member Chris Mitchell. Voting aye: Joy Wilson, Chris Mitchell
and Jack Black. No: Tommy Mariner.
6. Council Member
Tommy Mariner moves to pass second reading of Ordinance 505, An Ordinance amending the Norris zoning code by adding a new
Scenic Highway zoning district. Will be law within 15 days of second reading. Seconded by Council member Jack Black. Motion carried by
CITY MANAGER REPORT
Update on West Norris road has been paved and striped. Also, the City crosswalks
have been re-striped throughout town, as well as re-striping East Norris at Highway 61 and Garden Rd at Orchard intersections.
Update on Norris Lions Club donated funds for surveillance
equipment to monitor the Pavilion.
on 2008-2009 Budget is still on target.

7. Council Member
Chris Mitchell moves the following appropriations in the 110 General Funds. Seconded by Council Member Jack Black. Motion
carried by voice vote.

was held on Cable TV Franchise Contract with Comcast. Representative Mr. Russell Byrd
spoke on behalf of Comcast. Will increase broad band with no increase in cost. Will increase High definition.
Will record all phone calls. Will provide a survey at end of call. The franchise contract will remain at 3% in Norris. Council
Member Mariner has issues with Comcast says the community has had problems for years and is not happy with Comcast. Resident
Phyllis Corgiat has issues with Comcast. Would like a copy for viewing. City Manager Hester stated that copies of all documents
are available upon request in the city offices.
8. Council Member Chris Mitchell makes a motion to table the Comcast Franchise contract until next meeting.
Seconded by Council Member Jack Black. Voting aye: Chris Mitchell,
Jack Black and Joy Wilson. No: Tommy Mariner. Council Member Mariner says no on tabling and no all together. Motion passes.
City Manager Hester discusses new owner of vacant Town Center Property: discussion
on continued City management of the property. The lease agreement is covered by TML.
9. Council Member Tommy Mariner makes a motion to continue with same arrangement
if new owner agrees. Seconded by Council Member Jack Black. Motion carried by voice vote. Proposed Resolution prohibiting
Guns in Parks. Council Member Mariner says it is not the right place to have a gun on the commons.
10. Council Member Tommy Mariner makes a motion to pass a resolution No.
4-2009 to prohibit handguns in the city of Norris public municipal parks, natural areas, historic parks, nature trails, campgrounds,
forests, greenways, commons, waterways, or other similar public places. Seconded by Council Member Joy Wilson. Motion carried
by voice vote. First Reading of Annexation Ordinance. Public Hearing will be held Monday August 10th 6pm.
11. Council Member Tommy Mariner makes a motion to pass first reading of
Ordinance 507 annexing part of parcel 041.00 on Anderson county tax map 020, part of parcel 048.00 on Anderson county tax
map 011, and all of parcels 041.01 and 041.02 on Anderson county tax map 020, into the corporate limits of the city of Norris,
Tennessee. Seconded by Council Member Chris Mitchell. Motion carried by voice vote.
12. Council Member Joy Wilson makes a motion to pass first reading of Ordinance
508 amending the zoning map of the city of Norris, Tennessee by zoning newly annexed territory both w-1 watershed district
and s-1 scenic highway district as depicted on the attached map. Seconded by Council Member Jack Black. Motion carried by
voice vote. Council Member Jack Black has concerns with traffic flow in the post office/grocery store area. Would like if
we could look at and change the route of coming in and out of the post office area. City Manager Hester will review.
13. Council Member Jack Black moved to adjourn. Seconded by Council
Member Joy Wilson. Motion carried by voice vote. 8:50pm.
