BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL
MET IN REGULAR SESSION ON OCTOBER 12, 2009 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: CHRIS MITCHELL, TOMMY MARINER, JACK
BLACK, AND LOY JOHNSON. NOT PRESENT JOY WILSON.
MINUTES
1.
Council Member Tommy Mariner moved to approve the Council Minutes as written. Seconded by Council Member Jack Black. Motion
carried by voice vote.
HEAR THE PUBLIC
Gene Oates stated concerns with the city codes and ask who is responsible for enforcement
of codes. Mayor Mitchell responded that City Manager Hester is to act on the instruction of the City Council; Council being
the legislative body and City Manager having responsibility to execute said legislation.
Guest Speaker Norman Abramson gave a presentation about
a program called Canine Companions for Independence. He discussed the various ways CCI works with trained dogs to enhance
the independence of individuals living with various disabilities. CCI provides one on one support to the special partnership
that exists between humans and their dog partners. The organization always needs volunteers for raising puppies to 18 months
of age when the dogs then become eligible for training. Service dogs are now on hand to be used in our area, one possibly
coming soon to Norris Academy. To make donations or for further information and/or applications, contact CCI at 1-800-572-BARK,

3. Council Member Jack Black makes
motion to approve the second and final reading of the 509 Ordinance amending the Norris zoning code by clarifying the S-1
zoning district language. Seconded by Council Member Loy Johnson. Motion carried by voice vote.
4. Council Member Tommy Mariner makes motion to approve the second and final reading of the 510 Ordinance amending
the Norris zoning code by updating the sign regulations to include provisions for the S-1 scenic highway zoning district.
Seconded by Council Member Jack Black. Motion carried by voice vote.
5. Council Member Jack Black makes motion to approve the second and final reading of the 511 Ordinance amending the
zoning map of the city of Norris, Tennessee by zoning territory along highway 441 and RIVER ROAD S-1 scenic highway district
as depicted on the attached map. Seconded by Council Member Tommy Mariner. Motion carried by voice vote.
CITY MANAGER REPORT
Update on Year to date budget. Property Tax Collections for the current year continue on target at $500,906.00, or
93% of budget. State Sales Tax and Local Option Sales Tax are running slightly below budget at 91% of expected revenue. Expenditures
are in line to budget.
The Council workshop held on October
6th went well and appreciate all who participated.
There
will be a Workshop meeting to review the Norris City Charter November 5th at 7:00pm.
Work has been started on updating the City of Norris maps.
The annual financial audit has been on going and should be complete by November council meeting.
Signs to be reconstructed near intersection of East Norris and Hwy61. There are
concerns regarding placement of signs to maximize their visibility. The signs would help direct highway 61 traffic to Town
Center. BUDGET AMENDMENTS
6. Council Member Jack Black moves the following appropriations in the 110 General Funds. Seconded by Council Member
Tommy Mariner. Motion carried by voice vote.

7. Council Member Loy Johnson made a motion
for City Manager Hester to refrain from erecting the former town center merchant sign until further investigation has been
done by community development board and the planning commission. Seconded by Council Member Jack Black. Voting aye: Jack Black,
Loy Johnson and Chris Mitchell. No: Tommy Mariner. Motion carried.
City Council charges the community development board
to work with merchants to present ideas for sign design and construction to the planning commission for input and review.
8. Council Member Chris Mitchell makes a motion to
act on the action stated above. Seconded by Council Member Tommy Mariner. Motion carried by voice vote.
9. Council Member Tommy Mariner moved to adjourn. Seconded by Council Member Loy
Johnson. Motion carried by voice vote. 8:15pm
