Hank Julian expressed concerns with the Public Safety
monies being over half the budget. What can we look at and how can we handle possible changes to this? Chris Mitchell advised
that council plans on having Public Safety speak on services provided just like the other community discussions that have
already been scheduled. Kathy Sarvis expressed concerns with the parking at the Public Safety Building not having enough room
to park in front of building. Mr. Hester updated on the building addition progress, and steps already underway to improve
parking. Kathy Sarvis also expressed concerns about the animal shelter and what were the procedures for taking care of the
animals held there. The Norris Bulletin discussed that they would run pictures/ads when animals are up for adoption. Kathy
Sarvis also expressed concerns on receiving calls from someone identifying themselves as a Census worker. Clarification given
on filling out census surveys to help the revenue base for the city, and that Census workers were not contacting citizens
by phone.

NEW BUSINESS
Gwendolyn
Brown, of Barge, Wagoner, Sumner, & Cannon, presented an overview of the THDA Home Grant Program. Ms. Brown stated the
program was adopted for low‐income residents and the money funded in the current grant will be $375,000. Some of the
requirements for receiving grant money are to live in home for one year, city having a drug free work place program, low‐income
level. New construction replacement house can spend up to $55,000, and rehab less than $20,000. Additional consideration is
given to disabled. There is between $75,000 and $100,000 in the program that the city does not have any on priority list.
Consider advertising for additional applications.
OLD BUSINESS
2. Council Member Tommy Mariner moves to
approve the Ordinance 502 amending section B of article III, general provisions of the Norris, Tennessee municipal floodplain
management zoning ordinance after the public hearing at 6:30pm Monday April 13, 2009. Seconded by Council Member Loy Johnson.
Motion carried by voice vote.
Discussion held on ratifying/approving new member on city commissions. Mayor
Mitchell made the following recommendations:
Animal Commission: Kathy Sarvis.
Recycle Commission: Edwin Corgiat.
Anderson
County Cable TV Committee: Harry Shatz.
3. Council Member Tommy Mariner moves to accept the new members on the
committee/boards list. Seconded by Council Member Loy Johnson. Motion carried by voice vote.
Mayor Mitchell
reported that TVA donated $1,000 for the funding of Norris Day fireworks.
Mayor Mitchell also reported that Pinnacle
Management Company sent a letter to engage formally with the City of Norris. Pinnacle Management is currently constructing
an assisted living facility on Hwy 61.
CITY MANAGER REPORT
City Ford Explorer had repairs done at a cost of $1,550.00.
Update
on the sewer rehab project on West Norris Road. Renovation work is complete. Paving should be complete end of April first
of May.
Update given on a countywide Broadband Initiative. Tommy Mariner is going to represent Norris on this issue.

Cannon
and Cannon was recommended to perform the engineering work on the TEA 21 grant for the Dairy Pond sidewalk. Cannon and Cannon
has a strong history on projects in Norris and has a history of excellent work.

NEW BUSINESS
Discussion held on 144 Oak Rd lien subordination in regard to the Home Grant
Program. The homeowner has applied for a new loan on the property and the subordination to a new loan needs to be allowed
per the City Attorney.
6. Council Member Tommy Mariner makes motion to accept a lien subornation loan and get
a new loan on 144 Oak Rd. Seconded by Council Member Jack black. Motion carried by voice vote.
It was noted
that the budget meeting scheduled for April 14, 2009 would conflict with a Water Quality Hearing to be held at Anderson County
High School.
7. Council Member Tommy Mariner makes a motion to cancel the Budget Meeting Tuesday April 14, 2009.

Chris Mitchell would like for City Council
to adopt the Norris Water Commission statement of concern, re. NPDES permit application TN0069141 (Draft). (See attached copy!)

Council Member Tommy Mariner makes a motion to pass a resolution that the Norris Water Commission statement of concern, re.
NPDES permit application TN0069141 (Draft) does also express the concerns of the City of Norris. Seconded by Council Member
Joy Wilson. Motion carried by voice vote.
Fence Ordinance 503 first reading to set standard for fence height
in front yards. Discussion held on the ordinance and concerns were expressed regarding how it would be interpreted and enforced.
After debate it was determined that further clarification on the ordinance was needed.

Mariner makes motion to send Ordinance 503 back to Planning Commission for further clarification. Seconded by Council Member
Joy Wilson. Motion carried by voice vote.
Discussions held on Ordinance 490 accepting small gifts and change
the current code of ethics as long as we stay below $40.00 or $50.00.
10. Council Member Loy Johnson makes a
motion to amend 1‐405 Acceptances of gratuities etc. by $50 per entity per year at first reading. Dies due to lack of
a second.
Mr. Hester will review possible alternatives through MTAS and advise on results at the next Council
meeting. Contract quarterly review of City Manager. Mayor Mitchell says Tim has done an excellent job and has exceeded expectations.
Joy Wilson says he has absorbed very quickly; has business, managerial and diplomacy experience; and keeping a well‐balanced
flow, which is very hard to do. Jack Black says he has done great job. Loy Johnson says glad he is on board and guiding the
boat the right way, great job. Tommy Mariner says he has met his expectations and he expects he will continue to and Tommy
has high expectations. Mayor Mitchell introduced an idea on having a Library Donation fund for people to donate to. The idea
is to maintain a City fund that City Council would have input on how funds were spent in regard to the library. This potentially
would also be a good way for corporate sponsors to help.
11. Council Member Chris Mitchell moved that we create
a restricted Library Donation fund. Seconded by Council Member Loy Johnson. Motion carried by voice vote.
Discussion
held on holding a review of Public Safety and Public Works. It was discussed that a workshop format like others earlier in
the year would be an appropriate forum.

with Public Safety and Public Works Thursday May 14, 2009 7:00pm. Seconded by Council Member Loy Johnson. Motion carried by
voice vote.
