Monday February 9, 2009
BE IT REMEMBERED THAT THE CITY OF NORRIS OF CITY COUNCIL MET IN REGULAR SESSION ON
FEBRUARY
9, 2009 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: CHRIS MITCHELL, TOMMY MAINER, LOY JOHNSON, JOY WILSON and JACK BLACK.
HEAR THE PUBLIC
Discussion held on the Adopt-a-trail in the Watershed area. It will increase
the awareness of resources and save on budget needs. Watershed will give recognition for working on the trail. Watershed will
need a trail report given after each cleaning.
1. Council Member Tommy Mainer moved to approve
the minutes from the January 12, 2009 regular session. Seconded by Council Member Loy Johnson. Motion carried by voice vote.
OLD BUSINESS
Discussion held on Norris welcome Literature, for community development
board to update information and prepare information that could go out. New residents signing up for water service would be
a good mechanism for identifying new residents and literature could be given to the citizen at that time.
2. Council Member Tommy Mariner moved to amend the Parks and Recreation Fund 900.00 for purchase of fireworks, to
be off set by any donations. Seconded by Council Member Joy Wilson. Motion carried by voice vote.

Council Member Tommy Mariner moved to approve Tim Hester as the title VI Coordinator and Project manager for the TEA-21 Grant-Norris
Greenway Phase II. Seconded by Council Member Loy Johnson. Motion carried by voice vote.
4. Council
Member Tommy Mariner moved to approve Jack Black as the Project Manager for the completion and renovation of the fire and
police station. Seconded by Council Member Joy Wilson. Motion carried by voice vote.
5. Council
Member Tommy Mariner moved to approve Council, Commissions, Boards, and Committees slate as amended. Seconded by Council Member
Jack Black. Motion carried by voice vote. (see attached copy!)
NEW BUSINESS
6. Council Member Tommy Mariner moved to amend the Title 3, Municipal Court, Chapter1, and Court Section Cost 3-101
by Ordinance 500 to adjust court cost $25 to $100. Seconded by Council Member Chris Mitchell. Motion carried by voice vote.
7. Council Member Jack Black moved to amend the schedule city fines for revised parking violations and the inclusion
of a handicap zone Ordinance501. Seconded by Council Member Joy Wilson. Motion carried by voice vote.

Council Member Tommy Mariner moved to adopt as amended the budget schedule plan for the Fiscal year 2009/2010. Seconded by
Council Member Joy Wilson. Motion carried by voice vote.
9. Council Member Jack Black moved to
approve the proposed Clinton Urban Growth Boundary change and sign documents as needed. Seconded by Council Member Chris Mitchell.
Voting Aye: Chris Mitchell, Jack Black, Loy Johnson and Joy Wilson. No: Tommy Mariner. Motion carried by voice vote.
10. Council Member Tommy Mariner moved to adjourn. Seconded by Council Member Loy Johnson. Motion carried by voice
vote.
