Minutes
Monday January 12, 2009

BE IT REMEMBERED THAT THE CITY OF NORRIS OF CITY COUNCIL MET IN REGULAR SESSION ON JANUARY 12, 2009 WITH THE FOLLOWING COUNICL MEMBERS PRESENT: CHRIS MITCHELL, TOMMY MARINER, LOY JOHNSON and JACK BLACK. ABSENT: JOY WILSON

HEAR THE PUBLIC

Discussion was made on establishing a liquor store within the city limits (population requirement, referendum timeframe, Private Act). Tim Hester to follow up on results at February Council meeting. Review the possibility of a new/revised dog ordinance that would limit the number of dogs kept per household. Loy Johnson to research and advise Council on results.

1. Council Member Jack Black moved to approve the minutes from the January 6, 2009 regular session. Seconded by Council Member Loy Johnson. Motion carried by voice vote.

OLD BUSINESS

Review and discuss the urban growth boundaries.

CITY MANAGERS REPORT

Create analysis sheet on the leaf machine. Study and review the website agreement from Local Government and look at additions or deletions to the site.

PUBLIC WORKS REPORT

Discussed the options of trash and recycling availability. Action taken by Tim Hester to review welcome packet and see what documents already exist and report results at February Council meeting.

PUBLIC SAFETY REPORT

2. Council Member Tommy Mariner moved to increase the Parks and Recreation fund 900.00 for 4th of July fireworks. Motion dies to lack of second. Action taken by Chris Mitchell to seek corporate sponsorship for 4th of July fireworks. Chris Mitchell to approach area businesses and follow up on results at February Council meeting. Action taken by Tim Hester on developing inventory list of City of Norris assets. Tim Hester to develop with 20092010 fiscal budget. Action taken by Tim Hester to communicate overtime hours worked by City employees to council. Tim Hester and Joseph Taylor to develop with assistance from Chief Humphrey and Shirley Walker. Action taken by Tim Hester to Define process for bid development, preparation, review, selection, and follow through.

3. Council Member Jack Black moved to approve the invoice ceiling and insulation in new Public Safety building addition and not approve the concrete wall enforcement rebars. Seconded by Council Member Chris Mitchell. Motion carried by voice vote.

NEW BUSINESS

4. Council Member Tommy Mariner moved to increase the Public Safety fund to 2,600.00 contingent on the Watershed Board supplementing some or all funds for the repairs on the Public Safety Ford truck. Seconded by Council Member Jack Black. Motion carried by voice vote. Discussion was made on sending out a request, on submitting your name to be on a Committee for the City of Norris. Will decide in February Council meeting who will seat on the committees.

5. Council Member Loy Johnson moved to carry forward our committee and boards until next month. Seconded by Council Member Tommy Marnier. Motion carried by voice vote. Action taken by Tim Hester to Review new TOSHA report and develop an action plan on any findings. Tim Hester to follow up on results at February Council meeting.

6. Council Member Chris Mitchell moved to approve propose special agenda items for City Council Meetings for the next three months. Seconded by Council Member Jack Black. Voting Aye: Loy Johnson. No: Tommy Mariner. Motion carried. See attached copy! Action taken by Tim Hester to take new Council Members on a tour around the facilities. Council members to individually arrange date /time with Tim Hester.

7. Council Member Jack Black moved to approve a Plan community action group, meet with church and organizations to sponsor community action groups. Seconded by Council Member Tommy Mariner. Motion carried by voice vote. Action taken by Tim Hester to link current Strategic Plan to budget. Tim Hester to develop with 20092010 fiscal budget.

8. Council Member Tommy Mariner moved to adjourn. Seconded by Council Member Loy Johnson. Motion carried by voice vote.
