Monday February 8, 2010
BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON
FEBRUARY 8, 2010 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, LOY JOHNSON, TOMMY MARINER, CHRIS
MITCHELL AND JOY WILSON.
MINUTES
1. Council Member Loy Johnson moved to approve the
Council Minutes. Seconded by Council Member Jack Black. Motion
carried by voice vote.
Decision was made to move the New Business up to first on the agenda.
NEW
BUSINESS
Review of the 2010 Audit Contract, Bacon-Howard and Company.
2. Council Member Jack Black makes motion
to approve the 2010 Audit Contract, Bacon-Howard and Company. Seconded by Council Member Joy Wilson.
Motion carried by voice vote.
Review of Annexation Study and Consideration of Proposed
Annexation. Mayor Mitchell suggested a study be done. It was presented to Planning Commission
last Monday night and Planning recommended it for review
by council. City Manager Hester presented an overview of the current annexation
study and how it was the start of a review process. No decision regarding annexation had been made
at this point. Several concerns with the potential annexation were
expressed by those in attendance. J.B. McCarty, Gregg Tindell, Lisa Tavangarin, Tommy Moles, Jim Wallace,
Jimmy Brubaker, and Janice Rutherford voiced concerns with annexation
and would like a reconsideration of this study. Concerns included City services,
zoning, and taxes. Eric Paquette mentioned
that annexation is different now than years in the past. Paquette thinks Norris would love to have the
individuals that are being annexed part of the city. The individuals might even see growth in businesses.
For those
that would like to have more input, please come to the next planning committee meeting Monday March 1, 2010 at 7:00pm.
3. Council Member Tommy Mariner makes
a motion to table the Annexation discussion until next council meeting. Seconded
by Council Member Joy Wilson. Motion carried by voice vote.

OLD BUSINESS
Recreation Equipment/Family Fun Night will be starting March 27, 2010. (Tentative) The new Norris Theatre Board members are as follows:Jim Harshbarger (3 yr terms Artistic Director)Graham Marema (2 yr terms)William Borgers (2 yr terms)Allison Greenhouse (1yr term)Bill Grieve (3 yr terms)Virginia Baldwin (3 yr terms)Ed Brown (1 yr term)
4. Council Member Tommy Mariner makes a motion
to approve the Norris Theatre Board. Seconded by Council Member Joy Wilson. Motion carried
by voice vote.
Discussion on the Norris Bulletin as the proposed Paper of Record was postponed until next council
meeting.
Discussion
led by Joy Wilson on the proposed 2010 summer concert series.
5. Council Member Joy Wilson made motion to
approve the concert 2010 series funded through raised funds. Seconded by Council Member Loy Johnson.
Motion carried by voice vote.
Consideration of vacant position
on the Board of Zoning Appeals.

Council
Member Loy Johnson makes a motion to reappoint Eugene Oates as the Board of ZoningAppeals. Discussion ensued regarding the two
applicants for the position: Gene Oates and CA Ridge.Mayor Mitchell asked if there was a second to Council Member Johnson’s
motion to reappoint Mr. Oates to BZA. Motion seconded by council member Tommy Mariner.
Those voting aye: Loy Johnson and Tommy Mariner. Those voting no: Jack Black, Chris Mitchell, and
Joy Wilson. Motion failed.
7. Council Member Joy Wilson makes a
motion to appoint C. A. Ridge to the Board of Zoning Appeals.
Seconded by Council Member Jack Black. Voting aye:
Jack Black, Chris Mitchell, and Joy Wilson. No: Loy Johnson and Tommy Mariner.
Motion passes.
Discussion
held on the 2010 Home Grant program. Some design requirements can be incorporated into the program,
but too many requirements would not be practical as funds are set and may not be able to accommodate many requirements.
It was agreed by Council that the City Manager would work with Council Member Loy Johnson to develop guidelines for
roof pitch and windows.
8.
Council Member Tommy Mariner makes a motion to authorize the City Manager to apply for the Home Grant.
Seconded by Council Member Loy Johnson. Motion carried by voice vote.
9. Council Member Jack Black makes a
motion to move forward in the update of the City Charter
by adopting a Resolution to present the updated Charter to Representative Jim Hackworth and Senator
Randy McNally. Seconded by Council Member Joy Wilson. Motion carried by unanimous voice
vote.
City Manager Report
FEMA Grant Awarded.
A grant for $7,803 has been awarded to the Norris Public Safety Department by FEMA.
Snow
Removal Report. Significant snow and sleet occurred on January 29th and 30th.
Public Works and Public Safety worked real hard to meet the needs for the city. A special thanks
to all the hard work by these people over the weekend.
The City’s Ford dump truck is having issues with fuel
supply. There has been a series of repairs done they are still more to come. Expected
cost to exceed is $3,000. The City Manager said that this will cause
the Public Works vehicle maintenance budget to be exceeded. Overage will be covered from the General
Office vehicle maintenance budget. However, future repairs might require an allocation from the undesignated
fund.

Member Tommy Mariner moved to adjourn. Seconded by Council Member Loy Johnson. Motion
carried by voice vote. 9:20pm
