Monday March 8, 2010
BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MARCH 8, 2010 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, LOY JOHNSON, TOMMY MARINER, CHRIS MITCHELL AND JOY WILSON.
HEAR THE PUBLIC
Guest Speaker Tom Ogle, Norris resident presented information on the 2010 Census. The forms will be sent out March 14^th and 15^th. Mr. Ogle encourages everyone to fill out forms when sent by US mail in order to get local monies from the Federal and State.
MINUTES
1. Council Member Jack Black moved to approve the Council Minutes from February 8, 2010. Seconded by Council Member Tommy Mariner. Motion carried by voice vote.
OLD BUSINESS
Consideration of Proposed Annexation, Plan of Services, and Zoning. Mayor Mitchell discussion to exclude the properties that are currently residential. Affected parcels are as follows: 37, 37.01, 37.02, 38, 38.01, 39, 40, 40.01, 40.02 and 41. Tommy Mariner voices that he does not want to vote for annexation when a property owner does not want to be in the Norris community. Jack Black asks if anyone has come by the office to discuss financial views with the City Manager. City Manager Hester states no one has come by his office to discuss or look at financial views pertaining to the Consideration of Annexation.

2. Council Member Chris Mitchell makes a motion to exclude the properties that are currently residential from Ordinance 514. Seconded by Council Member Loy Johnson. Voting aye: Jack Black, Chris Mitchell, Loy Johnson, and Joy Wilson. No: Tommy Mariner. Motion Passes.
3. Council Member Chris Mitchell makes a motion to exclude the property that is not on a City of Norris street and was established prior to the Norris urban growth boundary from ordinance 514. The affected parcels are as follows: 121.01, 102, and 103. Seconded by Council Member Joy Wilson. Voting aye: Jack Black, Chris Mitchell, Loy Johnson, and Joy Wilson. No: Tommy Mariner. Motion Passes.
4. Council Member Joy Wilson moved to pass Ordinance 514 on first reading to annex parcels 96, 98, 99, 100, 101, 118, 121 and 121.02 as amended. Seconded by Council Member Jack Black. Voting aye: Jack Black, Chris Mitchell, Loy Johnson, and Joy Wilson. No: Tommy Mariner. Motion Passes.
5. Council Member Joy Wilson makes motion to have a Public Hearing April 12, 2010 at 5:30pm for Annexation Ordinance 514. Seconded by Council Member Jack Black. Voting aye: Jack Black, Chris Mitchell, Loy Johnson, and Joy Wilson. No: Tommy Mariner. Motion Passes.
6. Council Member Jack Black makes a motion to include the Plan of Services for Ordinance 514 annexing territory and incorporating said territory into the corporate limits of the city of Norris as amended, in the April 12^th Public Hearing. Seconded by Council Member Tommy Mariner. Motion carried by voice vote.
7. Council Member Jack Black makes a motion to adopt on 1^st reading Ordinance 515 amending the zoning map of the City of Norris by zoning newly annexed territory C-2: general commercial district, as depicted on the attached map. Seconded by Council Member Joy Wilson. Motion carried by voice vote.
Break 8:30pm
Mayor Mitchell reconvened the meeting at 8:45pm.
Discussion held on making Norris Bulletin the main source of the City of Norris paper record.
8. Council Member Jack Black makes motion to have Norris Bulletin the paper of record. Seconded by Council Member Loy Johnson. Voting aye: Jack Black, Chris Mitchell, Loy Johnson, and Joy Wilson. No: Tommy Mariner. Motion Passes.
Update on City Charter. Jim Hackworth has taken it to the Legislative Board it will then go to the House for approval, then Senator McNally will review and have approval at the Board meeting. Should know by April meeting.
CITY MANAGER REPORT
Year to date budget. Property Tax Collections are on target. State Sales Tax and Local Option Sales Tax continue to run below budget, and Expenditures are in line to budget to date.
The recreation committee is on its way to having a Family Fun Night Saturday March 27, 2010 from 6pm – 9pm.
The Watershed will be having their clean up day Saturday March 27, 2010.
The City of Norris Annual Spring Household clean up will be April 12-16.
NEW BUSINESS
Budget Procedures and Budget Meetings for the 2010-2011 Fiscal Year. Budget workshop is scheduled for April 20, 2010 at 7pm. Mayor Mitchell asked if Vice Mayor Mariner would lead the budget discussion this year if there were no objections from Council. Mr. Mariner agreed to lead the budget discussion this year.
9. Council Member Joy Wilson makes a motion to have a Budget workshop day April 20^th. Seconded by Council Member Tommy Mariner. Motion carried by voice vote.
Proposed rate change for the Community Center. Recommend rate change as follows:
Multi-purpose room (Gym): increase from $75 to $125.
Community room: increase from $45 to $60.
Increase the charge for overtime hours from $10 per hour to $15 per hour.
Clarify that Class IV and Class V rentals shall be 30% of Gross or standard room charge, whichever is greater.
Reservations recommended policy update as follows:
No reservations will be accepted more than 1 year in advance of an event.
Re-occurring Class IV and Class V rentals cannot be scheduled more than ninety (90) days in advance.
10. Council Member Loy Johnson makes a motion to accept the proposed rate change of the Norris Community Building as written. Seconded by Council Member Joy Wilson. Motion carried by voice vote.
11. Council Member Joy Wilson moved to adjourn. Seconded by Council Member Loy Johnson. Motion carried by voice vote. 9:15pm
