The project generally consists of the construction of a new concrete sidewalk along Norris Square in front of Norris Middle School, within a City easement. Bid specifications may be picked up at the Norris Community Building, 20 Chestnut Drive, Norris, TN, or online at www.cityofnorris.com/bids. The City of Norris will receive sealed bids at the Norris Community Building, 20 Chestnut Drive, Norris, TN 37828, or by mail at P.O. Box 1090, Norris, TN 37828. All bids shall be clearly marked “Norris Square Sidewalk Project.” The deadline for receiving bids is Thursday, July 9, 2026, at 1:30 p.m. ET. Bids will be opened publicly immediately following the deadline. The City of Norris reserves the right to reject any and all bids, waive informalities or irregularities, and accept the bid deemed to be in the best interest of the City. Request for Qualifications -Professional Administrative Services
Norris, Tennessee will be accepting statements of qualifications from qualified firms for the following:
Professional Administrative Services in connection with a combination of State, Local and/or Federal Funds including, but not limited to, Lead and Copper Rule Program
Proposals must be received by the City of Norris by 1:30 p.m. on Wednesday July 1, 2026. Proposals should be submitted to Mayor Chris Mitchell, PO Box 1090, 20 Chestnut Drive, Norris, Tennessee 37828, no later than 1:30 p.m. on Wednesday July 1, 2026. Proposals received after 1:30 p.m. on Wednesday July 1, 2026, will not be considered.
The firm, or firms, selected will assist with Professional Administrative Services as may be required during the program(s) timeframe. These services may include, but are not limited to, project administration.
All proposals should be marked with the following language: ADMINISTRATIVE SERVICES STATEMENT OF QUALIFICATIONS FOR NORRIS LCR Program
Qualifications will be evaluated on the following factors:
Qualifications– Specialized Experience or technical expertise of firm in connection with type of services to be provided.
Experience– Past record of performance on State and Federally funded projects with community and other clients including quality of work, timeliness.
Scope of Services– Capacity of firm to perform work, considering current and planned workload.
