Planning Commission
The Planning Commission oversees how land in Norris is used and developed, ensuring growth is coordinated, orderly, and aligned with the community’s long-term needs. Operating under the authority of state law, the commission reviews zoning matters, subdivision activity, and development proposals to promote public health, safety, and welfare. Its work helps guide future development, protects community character, and supports efficient use of public infrastructure and resources. One volunteer position is available, with the term expiring in January 2027.
Board of Zoning Appeals
The Board of Zoning Appeals (BZA) provides an important safeguard in the administration of Norris’s zoning regulations. The BZA hears appeals of decisions made by the building inspector or other officials, ensuring that zoning provisions are applied fairly and correctly. The board also considers requests for special exceptions, interprets the zoning map when questions arise, and reviews applications for variances when unique property conditions create practical difficulties. Its decisions help maintain the balance between community standards and individual property rights. Two volunteer positions are available, with terms expiring as follows:

Recreation Commission
The Recreation Commission serves as an advisory board that supports and guides the development of recreational programs and activities for Norris residents. The commission may also assist with volunteer coordination, program ideas, and evaluation of recreational needs, helping ensure that offerings remain accessible, safe, and responsive to the community. Tree Commission
The Tree Commission develops and administers the City’s comprehensive plan for planting, maintaining, and removing trees on all municipal lands, parks, commons areas, and public rights-of-way. Each year the commission prepares a citywide tree plan for Council approval, guiding efforts to protect and enhance Norris’s urban forest. The commission also advises the City Council on opportunities to improve the community’s physical environment and overall aesthetic quality. One volunteer position is available, with the term expiring in January 2029.
