City of Norris Board/Commission/Committee Openings The City of Norris has the following volunteer positions available:
Recreation Commission (1 Term Ending Jan. 2026), Title 2, Chapter 1 This volunteer appointment is one of seven (7) members which are empowered and directed to provide, establish, maintain, and conduct a supervised recreation program for residents of the City of Norris.
Tree Commission (1 Term Ending Jan. 2026) Established in Title 2, Chapter 3 This volunteer appointment is one of seven (7) members which develop and administer a written plan for the planting, maintenance, and removal of trees or other growth on all municipal lands of any character whatsoever including all parks, "commons" or any other open space and the entire right of way of all public highways including state roads, county roads, and city streets with the sole exception of the City of Norris Watershed.
Animal Shelter Commission (1 Term Ending Jan. 2025) Established in Title 2, Chapter 5 This volunteer appointment is one of seven (7) members which operates and maintains temporary holding facilities for dogs and cats. The commission is to provide sanitary conditions, to feed and water animals, and to allow adoption of animals after holding animals.
(2) Little Theatre Board (1 Term Ending Jan. 2024; 1 Term Ending Jan. 2025) Established in Title 2, Chapter 7 This volunteer appointment is one of seven (7) members which are empowered and directed to provide, establish, maintain, and conduct a community theatre program for residents of the City of Norris.
Planning Commission (1 Term Ending Jan. 2026) Established in Title 14, Chapter 1 This volunteer appointment is one of five (7) members which are charged to guide and accomplish a coordinated and harmonious development of the municipality which will, in accordance with existing and future needs, best promote public health, safety, morals, order, convenience, prosperity, and general welfare, as well as efficiency and economy in the process of development.
(3) Watershed Commission (1 Term Ending Jan. 2025; 2 Terms Ending Jan. ‘26) Established in Title 20, Chapter 1 This volunteer appointment is one of five (7) members which have the responsibility for operating and managing the watershed in accordance with all city ordinances, policies, and procedures.
(2) Archives Committee (1 Term Ending Jan. 2024, 1 Term Ending Jan. 2028) Established in Title 20, Chapter 3 This volunteer appointment is one of five (5) members which have custody, control, and direction of archives material.

Press Release 8/29/2023 Beginning this Friday, September 1, 2023, the City of Norris will begin transitioning to a new online platform for the payment of utility bills. During this transitionary period, the city’s previous platform will remain operational until Monday, October 2, 2023.
The new online payment platform will provide utility customers with many benefits including greater visibility of their accounts while creating an easier internal process for city administrative staff. Along with a new portal for paying utility bills, citizens will now also be able to view and pay their property taxes online as well.

Press Release 8/23/2023 On August 21, 2023, the Norris Water Commission authorized the return of legacy utility deposits to customers. In accordance with this decision, customers with legacy utility deposits will receive a credit for the amount of their deposits on their bills due October 27, 2023. These legacy deposits, were collected in previous decades and represent a program no longer in place.
