![]() As many of you may know, the City of Norris is currently in the process of finalizing a new contract with Waste Connections for the collection of solid waste and recycling within the City of Norris. In getting here, we have taken every opportunity to include the public as a part of the process as we realize with the new contract would come many changes. The services were bid out in the first quarter of this year, and on April 14, 2025, the Norris City Council awarded the bid to Waste Connections. Shortly after that meeting, we received notification from Westrock, the recycling center utilized by Waste Connections and most other commercial refuse haulers, that their single-stream recycling tipping fee would be increasing from $25/ton to $40/ton on July 1, 2025, and again to $57.50/ton on January 1, 2026. Pursuant to the terms of the bid packet and draft contract language, this additional cost is passed onto the city. Effectively, the increase equates to an additional $2.00 increase per household per month on top of the already elevated prices that are required due to the bid amounts. Due to this increase, the City Council will be reconsidering curbside collection of recyclables to be included as a service offered by the city through its contract with Waste Connections. A decision on this matter will be made at the Monday, May 12, 2025 City Council meeting at 6:00 p.m. Interested residents are encouraged to view the packet at the following link and turn their attention to items a. and b. under "New Business." Item a, beginning on page 29, is the Resolution to approve a contract with Waste Connections and two copies of the contract: one with recycling, and one without. https://www.cityofnorris.com/uploads/1/4/3/7/143740943/council_packet_5.12.25.pdf Item b, beginning on page 58, is a drafted Ordinance to implement changes to Title 17, Chapter 1, Refuse of the Norris Municipal Code. under Section 17-116, you will see two potential rates listed: $24.50 and $15.00. The former would be the monthly charge if the version of the contract with recycling is chosen, and the latter would be the monthly charge if the version of the contract without recycling is chosen.
