Rifle Range Permit

2026–2027 Permit Period
Rifle range permits are valid for the City’s annual permit period, which runs from July 1 through June 30.
A permit does not remain valid for one year from the date it is purchased. All permits issued during the 2026–2027 permit year will expire on June 30, 2027, regardless of the purchase date.
For example, a permit purchased in January 2027 will still expire on June 30, 2027. A new permit must be purchased beginning July 1, 2027.

Payment and submission of this form must be completed prior to arriving to pick up the range key. Please allow 48 hours before arriving to pick up the range key once you submit the application. The range key may be picked up at the Norris City office Mon-Fri 8 AM-4 PM or at the Norris Police Station on Sat and Sun 8 AM-10 AM or 2 PM-3 PM. You will receive a copy of this permit when receiving the range key at the city office. This paperwork must be with you when using the range. City of Norris staff issues Rifle Range Permits at 20 Chestnut Drive, Norris, TN 37828. The City Manager has the right to refuse a permit to anyone in the interest of public safety and reserves the right to close the rifle range with or without notice for maintenance, designated events, or other appropriate uses.

RANGE RULES: Violation of any Watershed rules, including, but not limited to, Rifle Range rules, shall be grounds for revocation of the permit. Please check boxes below: *

Permit holder(s) may bring their non-adult (under age of 18) children with them at no cost. Each range user must sign a waiver, be over the age of 18 years, unless accompanied by an adult, and have a valid permit in possession. Shooting is allowed during daylight hours only. You are responsible for locking the gate as you enter and leave the range. You are required to personally check downrange, prior to firing, to be certain that no other persons are present in an unsafe area. All firing must be conducted from bench rest area or from behind marked firing lines. Always fire straight downrange at an appropriate impact area. Never fire above the horizontal. PAPER TARGETS ONLY-NO SKEET OR STEEL TARGETS. All firing must be stopped and all firearms unloaded and cleared before anyone proceeds downrange to check targets. Resume firing only after all shooters have returned to the areas behind the firing line. Fully automatic firearms are not permitted on the range. Persons under the influence of alcohol or drugs are subject to arrest. An annual permit holder may not loan their personal rifle range key to anyone. An annual permit holder may not allow a person to use the rifle range that has not obtained a permit and signed a waiver. Non-compliance will result in the cancellation of permit holders key and permit. Persons failing to return a recalled rifle range permit and key will be prosecuted. The rifle range is operated by the City of Norris, TN for the enjoyment of the shooting public. Please use common sense and courtesy when using the rifle range.

I hereby certify that I have read and fully understand all rules and regulations pertaining to the use of the Norris Rifle Range. I further certify that I will strictly abide by all rules, immediately report any infractions of said rules, and place safety as the primary consideration at all times. NOW, THEREFORE, IN CONSIDERATION FOR GRANTING ME THE RIGHT TO UTILIZE THE NORRIS RIFLE RANGE, AND INTENDING TO BE LEGALLY BOUND, I HEREBY RELEASE, WAIVER, DISCHARGE, AND COVENANT for myself, my estate, heirs executor, administrators and anyone else claiming through me, my right to sue the City of Norris Watershed Board, its officers, representatives, agents, employees, or other governmental units, from all liability for all loss or damage, and any claim or demands therefore on account of injury to the person or property or resulting in the death of the undersigned, which may occur during the use of in preparation for, or the transit to or from the Norris Watershed Rifle Rang. I hereby agree to indemnify and save and hold harmless the City of Norris and Norris Watershed Board from any loss, liability, damage, or cost they may incur due to the presence of the undersigned, whether caused by negligence of the City of Norris and Norris Watershed Board or otherwise.
