The City of Norris is governed in accordance with the Tennessee Code Annotated (TCA) City Council-Manager format of municipal government.
The Council consists of five members who are elected to two-year terms and selects the Mayor and Vice Mayor from among its membership, as well as selecting the City Manager. This elected Council retains policy making functions, while the City Manager and administrative apparatus retain operational and administrative functions.
The City Council meets the second Monday of each month at 6:00 p.m. in the Council Room at the Norris Community Building.
