To the Citizens of Norris,
Recently, the Norris Police Department has had an increase in the number of complaints and questions due to parking on and beside Norris City Streets. I would like to take a minute to answer the more common questions and to explain some of the requirements of the City Ordinance and State Law. Norris City Ordinance prohibits parking on the following roads: Dairy Pond Road, Dale Road, East Norris Road, Garden Road, Oak Road, Pine Road, Reservoir Hill Road, Reservoir Road and West Norris Road. This City Ordinance applies to parking in the roadway only and does not apply to any of the gravel parking area many of you have been using for years. This also does not apply to delivery vehicles when actively making deliveries where off-street parking is unavailable and the delivery personnel are actively unloading. Having said that, it is up to the residents and or the delivery vehicles to make sure to park in a manner that does not create a hazard for other drivers. Delivery drivers parked in the street will also need to make arrangements that may include traffic cones or additional help to direct traffic while unloading. Finally, vehicles parked off-street cannot be parked on any sidewalk. Parking on City Streets is permitted on any road not listed above. However, when parking on the streets there are still some limitations. You cannot park in front of a public or private driveway, within an intersection, within fifteen feet of a fire hydrant, within a crosswalk, within 30 feet of a stop sign, upon any bridge or over any tunnel, or in any area clearly identified as reserved for the physically handicapped or posted as a no parking area. In addition to these restrictions, parked vehicles must leave space for the adequate passage of other drivers and emergency vehicles (18 feet). Lastly, when parking either on or off road, be sure you are not creating a traffic hazard. When parking near an intersection, make sure that other drivers have at least 200 feet of visibility. Remember, if your vehicle creates a hazard, you could be assuming liability if there were an accident. If you have any other questions, please feel free to reach out to the Norris Police Department.
